From failed Public Housing to Protected Housing

50 years ago HUD Secretary George Romney through his "Operation Breakthrough" program attempted to introduce competitive new building technologies a reliable and efficient means to meet growing need for safe, stable low-cost housing. Unfortunately, this conflicted with the popularity of the well-meaning Great Society HUD Public Housing programs of the '60's, '70's.

As a result, Operation Breakthrough broke down in the face of political and bureaucratic resistance that lasted until 1986. The Low Income Housing Tax Credit taxpayer funded subsidy remains the only viable low-income housing finance program available to the Affordable Housing Sector.
